1 tsp salt
1/2 cup unsalted butter, cold and cubed
1 egg
1/2 cup warm water (or milk)
1 tsp sugar (optional, to balance flavors)
For the Filling (Beef & Vegetable Example):
1 lb ground beef
1 small onion, finely chopped
2 cloves garlic, minced
1/2 cup bell peppers, finely diced (mix red & green)
1 tsp cumin powder
1 tsp smoked paprika
1/2 tsp chili powder (adjust to taste)
Salt & pepper to taste
1/4 cup chopped fresh cilantro
1/2 cup shredded cheese (optional, like Oaxaca or cheddar)
For Assembly:
1 egg, beaten (for egg wash)
Oil for frying (if frying) or cooking spray (if baking)
Instructions

  1. Make the Dough:
In a large bowl, combine flour, salt, and sugar.
Cut in the cold butter using a pastry cutter or your fingers until the mixture resembles coarse crumbs.
Beat the egg with water (or milk) and gradually add to the flour mixture, kneading until it forms a smooth dough.
Wrap in plastic wrap and refrigerate for 30 minutes.
  2. Prepare the Filling:
Heat a skillet over medium heat with a little oil.
Sauté onion, garlic, and bell peppers until soft.
Add the ground beef, breaking it apart, and cook until browned.
Season with cumin, paprika, chili powder, salt, and pepper.
Stir in cilantro and remove from heat. Let cool slightly.
Mix in shredded cheese if desired.
  3. Assemble the Empanadas:
Preheat oven to 375°F (190°C) if baking.
Roll out the dough on a floured surface to about 1/8 inch thick.
Cut into 4–5 inch circles (use a bowl or cutter).
Place 1–2 tablespoons of filling in the center of each circle.
Fold the dough over to form a half-moon shape.
Press edges with a fork to seal.
Brush each empanada with beaten egg for a golden finish.
  4. Cook:
Frying: Heat oil in a deep skillet (350°F / 175°C) and fry empanadas until golden, about 3–4 minutes per side. Drain on paper towels.
Baking: Place on a parchment-lined baking sheet and bake 20–25 minutes until golden brown.
  5. Serve:
Serve hot with salsa, guacamole, or sour cream.
